Roadmap for Infrastructure Resilience in the Kingdom of Tonga
This document, titled "Roadmap for Infrastructure Resilience in the Kingdom of Tonga," is a collaborative effort between the Government of Tonga, the United Nations Office for Disaster Risk Reduction (UNDRR), and the Coalition for Disaster Resilient Infrastructure (CDRI), published in 2024. It provides a strategic framework to enhance the resilience of Tonga's critical infrastructure against multi-hazards, including cyclones, tsunamis, volcanic eruptions, droughts, and climate change impacts, which threaten the nation's low-lying islands and economy.
Using the Global Methodology for Infrastructure Resilience Review (GMIRR), the roadmap assesses vulnerabilities across key sectors—water, energy, telecommunications, and transport—through institutional mapping, policy reviews, stress testing, and application of the Principles for Resilient Infrastructure. It identifies gaps such as fragmented governance, inadequate data management, and limited inter-sectoral coordination, which exacerbate cascading risks (e.g., power outages disrupting water supply).
Prioritized recommendations include developing a National Critical Infrastructure Strategy, establishing a working group for coordination, creating a central disaster data center, and sector-specific actions like nature-based coastal protections and risk-informed planning. The document emphasizes proactive measures to reduce annual losses (estimated at USD 12 million via GIRI) and support sustainable development, offering actionable pathways for policymakers, regulators, and operators to build adaptive, equitable systems.
