Navigating the Indian Power Sector in the Face of Extreme Heat: A Scoping Note
This scoping note examines how intensifying heat-waves threaten every link of India’s power-sector value chain and outlines a roadmap for climate-ready electricity systems. Drawing on literature and stakeholder interviews, it identifies cascading heat impacts—surging cooling demand, derating of generation assets, reduced transmission capacity, higher failure rates in distribution transformers, and operational stresses on load-dispatch centres. Four thematic sections (demand, T&D, generation, and system operation) list specific effects, action ideas, current status and gaps. Priority interventions include: accurate, granular demand-forecasting; stricter building codes and super-efficient cooling appliances; large-scale demand-response and time-of-day tariffs; asset-health monitoring and heat audits for grids; resilience-oriented construction standards and cost-benefit frameworks; greater system reserves, energy-storage deployment and market liquidity; and revised General Network Access to cover heat-driven peak loads. The note calls for standing multi-ministerial review committees, updated disaster-management plans, targeted training, and public awareness campaigns before each summer. Immediate measures—such as contingency load-shedding protocols and pilot DR programmes—are proposed alongside medium-term regulatory reforms, positioning extreme-heat resilience as integral to India’s decarbonising, electrifying economy.
