This report is second in the series of Global Infrastructure Resilience (GIR) reports published by CDRI once every two years. These reports emphasize making infrastructure resilience a core economic strategy. 

GIR 2023 provided a global estimate and visualization of infrastructure risks and the ‘resilience dividend’, offering a solid economic and social imperative for investing in infrastructure resilience. GIR 2023 was a call to action and GIR 2025 is an answer to that call to action. It builds on the GIR 2023 report, providing detailed and practical ideas and roadmap to help countries capture the biggest possible infrastructure resilience dividend.

The report provides actionable frameworks, financing pathways, and case studies to capture the resilience dividend globally. In GIR 2025, CDRI examines four key dimensions that are important to increase the resilience of infrastructure systems: technology, finance, institutions and governance, and nature-based solutions. Furthermore, the report features close to 75 case studies to help illustrate the actions which organizations and communities are already taking. The report integrates all stages of the risk management cycle—from risk identification and reduction to preparedness, response, and recovery—and offers a comprehensive framework for resilience building. It will serve as a valuable guide for infrastructure planners, policymakers, and financial institutions.
