The joint CDRI-ADB Dialogue Series on Building Resilience of Infrastructure in Atoll Nations represents a collaborative initiative to address infrastructure resilience challenges in these countries. The dialogue series supports and is informed by two key initiatives: CDRI’s Infrastructure for Resilient Island States (IRIS) initiative, which aspires to equip Small Island Developing States (SIDS) with the knowledge, tools, and partnerships needed to achieve disaster and climate resilient infrastructure, and ADB’s Triple-A (Accelerating Atoll Adaptation) Initiative, which supports atoll nations to use climate risk evidence, adaptation pathways, enabling conditions, and financing logic to conceptualize sequenced, country-led adaptation investments aligned with long-term resilience needs.

While the first dialogue examined Strengthening Infrastructure Resilience to Climate Risks in Atoll Nations, the second dialogue examined Financing and Insurance for Resilience of Critical Infrastructure.

This session, focussed on private sector engagement, will identify enabling conditions, risk-sharing considerations, and sector entry points that can inform future resilient infrastructure discussions in atoll nations. The expected output is a clearer understanding of where private sector engagement may be feasible, what constraints need to be addressed, and what issues governments, multilateral development banks, private sector actors, and partners should consider when assessing potential engagement models.
