Roadmap for Infrastructure Resilience in the Republic of Chile
This document, titled "Roadmap for Infrastructure Resilience in the Republic of Chile," is a collaborative report developed by the United Nations Office for Disaster Risk Reduction (UNDRR) and the Coalition for Disaster Resilient Infrastructure (CDRI) in partnership with the Government of Chile, published in 2024. It applies the UNDRR Principles for Resilient Infrastructure to assess and enhance governance for critical sectors including water, energy, transportation, information and communication technologies (ICT), health, and education, addressing multi-hazards like earthquakes, floods, tsunamis, droughts, and fires.
The report analyzes Chile's risk profile, highlighting annual economic losses from disasters and cascading vulnerabilities due to infrastructure interdependencies. It evaluates institutional frameworks, such as the National System for Disaster Prevention and Response (SINAPRED) and the Framework Law on Climate Change, identifying strengths in coordination and gaps in implementation, data sharing, and private sector involvement.
An implementation plan outlines prioritized actions: cross-cutting measures for policy enhancement, intersectoral coordination, data accessibility, capacity building, and infrastructure projects; plus sector-specific strategies like integrated early warning systems for water and renewable energy co-management. Emphasizing adaptive governance and community engagement, this roadmap guides policymakers toward resilient, equitable infrastructure to mitigate disruptions, support sustainable development, and align with global frameworks like the Sendai Framework.
